The U.S. Environmental Protection Agency (EPA) is proposing amendments to the National Emission Standards for Hazardous Air Pollutants (NESHAP) for crude oil and natural gas production, transmission, and storage facilities. - Government Buyer: - U.S. Environmental Protection Agency (EPA) - Products/Services Requested: - Regulatory technology review and update of emission standards for hazardous air pollutants - Proposed standards and emission limits for: - Acid Gas Removal Units (AGRUs): 95% reduction or routing to flare - Storage Vessels with and without Potential for Flash Emissions (PFE): closed vent systems and submerged filling requirements - Transport Vessel Loading Operations: submerged filling standards - Natural Gas-Driven Process Controllers: <6 scfh bleed rate for existing, zero emissions for new controllers - Natural Gas-Driven Pumps: zero emissions for new and existing pumps - Small Glycol Dehydrators: methanol-specific limits (95% reduction or routing to flare) - Electronic reporting requirements for regulated entities - Unique or Notable Requirements: - Addition of methanol as a regulated hazardous air pollutant (HAP) - Revised definitions for major sources and associated equipment - New standards for previously unregulated emission points - Solicitation of public comments on technical and regulatory issues - No specific OEMs or commercial vendors are named, as this is a regulatory action rather than a procurement of products or services. - Key locations include EPA Headquarters (Washington, DC) and EPA Research Triangle Park (North Carolina).
Description
The U.S. Environmental Protection Agency (EPA) is proposing an action related to the National Emission Standards for Hazardous Air Pollutants (NESHAP) from Crude Oil and Natural Gas Production Facilities and from Natural Gas Transmission and Storage Facilities in connection with a technology review pursuant to Clean Air Act section 112. The EPA is not proposing any revision to the current standards in the NESHAP but proposes standards for methanol at regulated emission points at crude oil and natural gas production facilities that will result in no additional control requirements. Two alternative approaches are proposed for emission points not currently regulated: deferring action or proposing new control standards for certain unregulated emission points. Additional changes include proposed amendments to the definition of "associated equipment" and minor technical corrections to existing regulations.
