Grand Avenue Widening and Traffic Signal Installation – City of West Des Moines

The City of West Des Moines is seeking bids for the Grand Avenue Widening project, spanning from South Jordan Creek Parkway to South 60th Street. - Government Buyer: - City of West Des Moines, City Clerk’s Office - Scope of Work: - Major roadway widening and reconstruction, including: - Approximately 12,500 cubic yards of grading and subgrade preparation - Over 19,800 square yards of 9-inch reinforced Portland Cement Concrete (PCC) paving - Full-depth PCC patching, curb and gutter, and concrete median installation - Storm sewer modifications (including installation and removal of various sizes of reinforced concrete pipe) - Water main appurtenances, fire hydrant assemblies, and valve box work - Sidewalk and detectable warning panel installation - Pavement markings (painted and removable tape), symbols, and legends - Landscaping, erosion control, and site restoration - Installation of digital enterprise conduit infrastructure (multiple sizes and colors of HDPE conduit, 7-way multi-duct, and large vaults) - Permanent traffic signals at three intersections, including: - Traffic signal heads (LED, Dialight or Leotek) - Pedestrian signals with countdown displays - Polara Engineering APS pedestrian push buttons - Steel mast arm poles (Valmont Industries or Millerbernd Manufacturing) - Fiber optic cable (Corning) - Managed Ethernet switches (EtherWan) - Vehicle detection system (NoTraffic Video/Radar) - Emergency vehicle preemption (Opticom) - Battery backup (Clary SP1250) - Street light luminaires (LED) - Traffic monitor system (Axis Q6075e-E PTZ Dome Camera) - Unique/Notable Requirements: - All electrical equipment and materials must be new and certified to NEMA, NEC, ASTM, ASA, and UL standards - Level II IMSA Traffic Signal Technician Certification required for signal work - Preference for Iowa-grown products and labor - Performance and payment bonds (100% of contract price) and a four-year maintenance guarantee - Shop drawings and catalog cuts required for steel mast arm poles and standard items - Compliance with Iowa DOT and SUDAS specifications - Strict completion deadlines with liquidated damages for delays - Submission of Bidder Status Form - No specific OEM part numbers for most construction materials, but named OEMs for traffic signal and ITS components - Estimated quantities for major items and detailed line items for all work components
