The Department of the Army is seeking a contractor to provide comprehensive Catholic Priest services at Fort Bliss, Texas, and White Sands Missile Range. - Government Buyer: - U.S. Army, 923rd Battalion/Mission and Installation Contracting Command (MICC), Installation Support Division, Fort Riley, Kansas - U.S. Army Garrison Fort Bliss Religious Support Office - OEMs and Vendors: - No specific OEMs or commercial vendors are named; the priest must be endorsed by the Archdiocese for the Military Services (AMS) - Products/Services Requested: - Catholic Priest services, including: - Weekend and weekday Masses (over 350 annually) - Holy Day Masses, special Masses, and on-call emergency coverage (365 days/year) - Sacraments: Baptism, Confirmation, First Communion, Matrimony, Anointing of the Sick, Funerals, and Burials - Confession, Penance Services, and Annulment Counseling - Pastoral care, counseling, pre-matrimonial counseling, and religious instruction (OCIA, CCD) - Administrative duties: recording sacraments, maintaining logs, and submitting invoices - Attendance at planning meetings and advisory support to the Garrison Chaplain - Estimated annual workload includes: - 156 hours of Weekend Mass, 156 hours of Confession, 156 hours of Anointing of the Sick, 365 hours of on-call coverage, 260 hours of Weekday Mass, and more - Unique or Notable Requirements: - Priest must be ordained and endorsed by the Archdiocese for the Military Services (AMS) - Compliance with Army and AMS regulations, background checks, and Virtus training - Non-personal services contract; contractor provides all labor and expertise - Services required at both Fort Bliss, TX, and White Sands Missile Range - Single award, evaluated on Lowest Price Technically Acceptable (LPTA) basis - Small business set-aside under NAICS 813110 - Base year plus four option years, with possible six-month extension

This is a combined synopsis/solicitation for commercial services prepared in accordance with RFO FAR part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate solicitation will not be issued. 

Solicitation number W911RX-26-Q-A034  is issued as a request for quotation (RFQ) for the services provided by a Catholic Priest.
