The U.S. Coast Guard Aviation Logistics Center (ALC) in Elizabeth City, North Carolina, is seeking repair services for cockpit tactical displays used in HC-144 aircraft. - Government Buyer: - U.S. Coast Guard, Aviation Logistics Center (ALC), Elizabeth City, NC - OEM and Vendor Details: - Neuro Logic Systems, Inc. is the Original Equipment Manufacturer (OEM) and sole source provider for the required repairs - Repairs must be performed by the OEM, an OEM Authorized Repair Center, or an FAA Certified 145 Repair Center - Products/Services Requested: - Repair of 9 units of Cockpit Tactical Display - Part Number: PM-10.4-MFD - National Stock Number (NSN): 1560-01-HS3-0673 - For use in U.S. Coast Guard HC-144 aircraft - Services include inspection, failure analysis, replacement of defective parts, testing, overhaul, and compliance with OEM Component Maintenance Manual and Coast Guard modifications - Unique or Notable Requirements: - Contractor must comply with ISO 9000 or equivalent quality standards - Deliverables include teardown and inspection reports, FAA airworthiness releases or Certificates of Conformance - Strict compliance with security, quality assurance, packaging, and hazardous material handling requirements - No technical drawings or schematics are available from the USCG - Turnaround time for repairs is 90 days after receipt of material, with early delivery preferred if at no extra cost - Only F.O.B. Description

This is a solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.201 as supplemented with additional information included in this notice.  This announcement constitutes as the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03826QL0000113 is issued as a Request for Quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is a restricted solicitation. All responsible sources may submit a quotation which shall be considered by the agency.

It is anticipated that a firm-fixed price purchase order shall be awarded on a sole source basis to Neuro Logic Systems, Inc. (CAGE Code: 1L5F5) as a result of this solicitation for the repair of the following item(s):

Sources must be able to obtain the required technical expertise, engineering data, and Original Equipment Manufacturers (OEM), Neuro Logic Systems, Inc. (Cage Code 1L5F5), parts required to successfully perform the required repairs. Concerns having the expertise and required capabilities to provide these repairs are invited to submit offers in accordance with the requirements stipulated in this solicitation

The contractor shall furnish a Certificate of Conformance (COC) IAW FAR clause 52.246-15. The COC must be submitted in the format specified in the clause.

NOTE: NO DRAWINGS, SPECIFICATIONS, OR SCHEMATICS ARE AVAILABLE FROM THE USCG.
