NOAA's Great Lakes Environmental Research Laboratory (GLERL), through its Western Acquisition Division, is pursuing a noncompetitive contract for advanced integration and support services for the 3rd Generation Environmental Sample Processor (3G ESP): - Government Buyer: - National Oceanic and Atmospheric Administration (NOAA) - Oceanic and Atmospheric Research (OAR), Great Lakes Environmental Research Laboratory (GLERL) - Acquisition and Grants Office, Western Acquisition Division - OEMs and Vendors: - Monterey Bay Aquarium Research Institute (MBARI) (OEM and sole-source provider for 3G ESP integration and support) - Products/Services Requested: - Integration, calibration, and operational support for the 3G ESP system - Embedding 3G ESP with surface plasmon resonance technology into an Uncrewed Surface Vehicle (USV) - Water capture sampling system integration - Mission deployment support for monitoring harmful algal blooms (HABs) and phytoplankton dynamics in the Great Lakes and Alaska - Unique/Notable Requirements: - Specialized support for deploying 3G ESP with advanced biosensing (surface plasmon resonance) on USVs - Focus on public health and environmental monitoring of HABs - Sole-source justification due to MBARI's unique expertise and technology - Period of performance is three years - Primary places of performance and contracting: Ann Arbor, MI (GLERL), Seattle, WA, and Boulder, CO (NOAA offices)

This is a notice of intent to award a noncompetitive contract action. The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Western Acquisition Division (WAD) and the Oceanic and Atmospheric Research (OAR) Great Lakes Environmental Research Laboratory (GLERL) intends to award a noncompetitive contract action for 3rd Generation (3G) Environmental Sample Processor (ESP) integration and support services.
