The California Department of Water Resources is seeking a contractor for a four-year project to rehabilitate approximately 300 culverts and 50 risers within the State Plan of Flood Control (SPFC) levees in the Central Valley using cured-in-place pipe (CIPP) technology. - Government Buyer: - California Department of Water Resources, Flood Maintenance and Operations Branch, Contract Services - Scope of Work: - CIPP rehabilitation for pipes (12–72 inches diameter), including circular and box-shaped culverts and riser structures - Design, installation, inspection, and repair of CIPP liners - Mobilization, pipe preparation, CCTV inspections, gate and ladder installation/removal, concrete and metalwork, traffic control, and warranty inspections - Products/Services Requested: - CIPP relining for culverts, box culverts, and gate risers - Procurement, installation, and removal of gates and ladders - Structural concrete, bar reinforcing steel, epoxy coating, miscellaneous metalwork - Traffic control crews, laborers, and equipment for regular and overtime work - Specialized services: infrared spectrum testing, infiltration grouting, heavy cleaning, unforeseen repairs and materials - Quantities: - 300 site visits/submittals, 110 culvert relinings, 21 box culvert relinings, 15 gate riser relinings, 200–300+ CCTV inspections, 50–100+ gate and ladder installations/removals, and various other line items - Unique Requirements: - Contractor must have a valid California General Contractor license and at least three years of CIPP installation experience - Compliance with Disabled Veteran Business Enterprise (DVBE) participation and prevailing wage laws - One-year warranty period for installed CIPP liners - No specific OEMs or proprietary products are named; the solicitation is open to qualified CIPP solution providers.
