Synopsis/Solicitation Notice This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 36C24426Q0477 is issued as a Request for Quote (RFQ), for On-Site Mammography Training. This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. NCO 4 has a new requirement for the VA Pittsburgh Healthcare System for On-Site Mammography Training. All work is to be performed in accordance with applicable federal, state, and local regulations or ordinances. Place of Performance: Pittsburgh VA Medical Center, 1 University Drive, Pittsburgh, PA 15240 NCO 4 intends to issue a Contract which is anticipated to be awarded with a Period of Performance: 30 days from the date of award. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified. Offers shall include: The solicitation number; The name, address, telephone number of the Offeror; The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator; Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation; Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via SAM); A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any amendments. (b) Period for acceptance of offers. (c) Late submissions, modifications, revisions, and withdrawals of offers. Offerors are responsible for submitting offers and any modifications or revisions by the specified time. Late offers will not be considered unless received before award and the Contracting Officer determines acceptance would not unduly delay the acquisition. Late modifications that make terms more favorable will be considered at any time. (d) Contract award. The Government intends to evaluate offers and award a contract without discussions. The initial offer should contain the best terms. The Government may reject any or all offers and waive minor irregularities. (e) Debriefings. Postaward debriefings will disclose evaluation factors, overall ratings, ranking, rationale, product details, and responses to questions. Additional evaluation factors are contained in FAR 52.212-2. FAR 52.212-2 EVALUATION - COMMERCIAL PRODUCTS AND SERVICES The Government will award to the responsible Offeror whose conforming offer is most advantageous, considering price and other factors. Evaluation factors include: Price - The award may not be to the lowest price but the best overall value. Technical Capability - Demonstrates understanding of requirements and effective approach. Past Performance - Assesses the likelihood of success based on past record, surveys, CPARS, etc. A notice of award or acceptance will result in a binding contract. The Government may accept offers before the expiration unless a withdrawal is received.
