Sole Source Wind Tunnel Training for US Army Parachute Team (USAPT)

This notice announces the Army's intent to award a sole source contract for specialized wind tunnel training services: - The Mission and Installation Contracting Command (MICC) - Fort Knox will award a firm-fixed price contract to Paraclete XP Sky Venture LLC. - The contract provides 145 hours per year of indoor skydiving wind tunnel training for the U.S. Army Parachute Team (USAPT). - Training must occur in a vertical flight chamber at least 16.4 feet in diameter, supporting up to nine personnel simultaneously. - The facility must be located within 25 nautical miles of Fort Bragg, North Carolina, to meet operational requirements. - The contract includes a base year plus four one-year option periods (potentially five years total). - Market research found Paraclete XP Sky Venture LLC is the only vendor meeting all technical and location requirements. - No other facilities within the required radius offer the necessary chamber size and capacity for advanced formation training. - The contracting office is located at Fort Knox, KY; the place of performance is Fort Bragg, NC. - This is a sole source procurement; no competition is anticipated unless other capable sources are identified.

Description

The Mission and Installation Contracting Command (MICC) - Fort Knox intends to award a firm-fixed price contract on a sole source basis to  Paraclete XP Sky Venture LLC, in support of the U.S. Army Parachute Team (USAPT) Competition and Demonstration missions. This reqirement is for 145 hours per year of indoor skydiving wind tunnel training time for the USAPT . The contract will consist of a base year and four (4) one-year option periods. The service is critical for enabling repeated, controlled rehearsal of complex freefall maneuvers, independent of weather or aircraft availability.  THIS IS NOT A REQUEST FOR OFFERS; a solicitation will not be issued.

The Government's minimum, non-negotiable requirements for the wind tunnel facility are as follows:

A vertical flight chamber of not less than 16.4 feet in diameter. Capability to safely and effectively conduct simultaneous, multi-person training for up to nine (9) personnel (i.e., "8-way" formation training). The facility must be located within a 25-nautical-mile radius of Fort Bragg, North Carolina, to enable efficient integration with daily training schedules.

Market research, including a Sources Sought notice posted to SAM.gov on 27 Feb 2026, has confirmed that Paraclete XP Sky Venture LLC is the only source capable of meeting all the Government’s minimum requirements, specifically the unique combination of a sufficiently large flight chamber and the mandatory geographical proximity to Fort Bragg, NC. No other facilities within the required radius meet the technical specifications for USAPT's advanced formation training.
