The U.S. Navy's Military Sealift Command (MSC) is seeking a 29-day time charter of a dry cargo lift-on/lift-off (LO/LO) vessel to transport military cargo from San Diego, California to Pohang, Republic of Korea. - Government Buyer: - Department of the Navy, Military Sealift Command (MSC), Strategic Sealift Program Support Office, MSC Norfolk - Vessel and Service Requirements: - Charter of one U.S. or foreign flag, self-sustaining LO/LO vessel - Minimum cargo capacity: 68,134 square feet (tracked/wheeled vehicles, breakbulk, hazardous cargo, containers, ammunition) - Minimum laden speed: 15 knots - Charter period: approximately 29 days - Delivery in San Diego, CA; redelivery in Pohang, Republic of Korea - Vessel must provide stow plans, certificates, lashing gear, and comply with government inspection and reporting requirements - Must support force protection (up to 12 armed personnel) and potentially a contractor security team - Fuel consumption reporting and testing required - Reimbursable shipment of DRAKE c-UAS system if requested - Labor and Compliance: - Must comply with U.S. Department of Labor wage determinations for maritime occupations - Adherence to FAR/DFARS clauses and Service Contract Act - No specific OEMs or vessel manufacturers are named; solicitation is open to all responsible sources - Notable Requirements: - Vessel must be self-sustaining for LO/LO operations - Ability to transport hazardous and sensitive military cargo - Readiness and off-hire provisions, with government right to inspect and enforce reporting - Option for government to exercise additional charter periods
