The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ, under the Department of the Navy (NAVAIR), is conducting a sole source procurement for specialized waveguide components to calibrate RF Microwave test instruments. - Government Buyer: - Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ - Department of the Navy, NAVAIR - OEM Highlight: - FLANN MICROWAVE LIMITED (CAGE K4055), Bodmin, UK, is the sole source and only manufacturer identified as capable of meeting the Navy's technical requirements - Products Requested: - Wide range of waveguide components including: - Fixed attenuators (UG-39/U-PF WG16 (WR90), UG-419/U-PF WG18 (WR62), UG595/U-PF WG20 (WR42), UG-599/U-PF WG22 (WR28)) - Adaptors (waveguide to coax, end launch adaptors) - Directional couplers (multihole) - Shorts (flush, bronze) - Coupling sets for various flange types - Dowel pins - Calibration certificates (per ISO10012:2003) - Quantities range from 3 to 100 units per item - All items must comply with specific ISM numbers and Navy Primary Standard Labs (NPSL) requirements - Unique/Notable Requirements: - All components must meet strict directivity and VSWR specifications - Calibration certificates required for each item, compliant with ISO10012:2003 - Probability of False Acceptance (PFA) must be less than 2%; Probability of False Rejection (PFR) less than 15%, per NAVAIR Instruction 17-35TR-01 - Only FLANN MICROWAVE LIMITED is considered capable of meeting these technical standards - Place of Performance/Delivery: - Naval Air Warfare Center Aircraft Division Lakehurst, Joint Base MDL, NJ 08733

Description

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit and negotiate on a sole source basis with FLANN MICROWAVE LIMITED, (CAGE K4055) in Bodmin, UK for the procurement of the items ATTACHED for Waveguide components that are required to calibrate Radio Frequency (RF) Microwave test instruments.

The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Flann Microwave Limited is the only company that can manufacture all components Navy Primary Standard Labs (NPSL) requires with the directivity and Voltage Standing Wave Ratio VSWR specification meeting NPSL’s repeatability and uncertainty requirements which are:

Obtain a less than 2% Probability of False Acceptance (PFA) and a less than 15% Probability False Rejection (PFR).  REF: NAVAIR Instruction 17-35TR-01.

This pre-solicitation is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
