The U.S. Air Force Safety Center at Kirtland Air Force Base is seeking contractor support for the Bird Avoidance Model (BAM) and Avian Hazard Advisory System (AHAS), which are critical for reducing bird strike hazards in Air Force operations. - Government Buyer: - U.S. Air Force Safety Center (AFSEC), 377th Mission Support Group, Kirtland AFB - Services Requested: - Professional and technical support for BAM/AHAS, including: - Development, operational deployment, assessment, sustainment, and enhancement of BAM/AHAS - System operation, maintenance, and upgrades - Data integration (including Bird Detection Radar data) - Educational outreach and training for USAF personnel - Annual on-site validations and continuous system monitoring - Travel for government-directed activities, including conferences and validation sites - Key personnel must have expertise in radar ornithology, GIS, and IT systems management - Deliverables include Operational Control Plan, Monthly Status Reports, and Certification & Accreditation compliance - Period of Performance: - Base period of 10 months, followed by multiple 12-month option periods, with a possible six-month extension - Full Operating Capability required within 90 days of award - Unique Requirements: - System must provide near-real-time bird hazard advisories for USAF training routes, MOAs, ranges, and airfields - Contractor must submit a Material Safety Data Sheet (MSDS) with offers - Place of Performance: - Kirtland Air Force Base, NM (primary) - USAF installations within the continental United States (for validations and outreach) - No specific OEMs or commercial vendors are named in the solicitation - No products or part numbers are listed; the requirement is for services only
