Description
The Federal Bureau of Investigation (FBI) intends to award a sole source contract to Thermo Fisher Scientific for the procurement of proprietary reagents and consumables in support of the FBI Laboratory Division located in Quantico, Virginia, and Huntsville, Alabama.
This requirement is necessary to support ongoing laboratory operations, forensic analysis, and mission-critical scientific functions. Thermo Fisher Scientific is the only known responsible source capable of providing the required proprietary reagents and consumables that are fully compatible with existing FBI laboratory instrumentation, validated testing methods, established workflows, and operational requirements.
The use of another source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, unacceptable delays in fulfilling the FBI’s mission requirements, and significant technical risk associated with revalidation, retraining, and disruption to existing laboratory operations.
This acquisition is being conducted in accordance with FAR Overhaul 6.103-1, Only One Responsible Source, and is supported by a signed Justification and Approval (J&A) for Other Than Full and Open Competition.
Per FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
Responses shall include sufficient documentation to demonstrate the vendor’s ability to meet the Government’s requirements as stated in this notice. Responses received will be evaluated solely for the purpose of determining whether to conduct competitive procurement.
All capability statements, proposals, or quotations must be submitted via email to the Contracting Officer, David P. Yates, at dpyates@fbi.gov.
All submissions must be received no later than the closing date and time identified in this notice.
This notice of intent is not a request for competitive quotations; however, all responses received by the closing date will be considered by the Government.
