Description

1. The Nevada Army National Guard (NVARNG) US Property and Fiscal Office (USPFO) Purchasing and Contracting Division on behalf of the NVARNG Joint Force Headquarters (JFHQ) is requesting services in support of their Annual Training in Hawthorne, NV and its surrounding area. a. Please read the "DF FY26 Life Support Performance Work Statement" thoroughly for a complete understanding of JFHQ's requirements. b. Required services and equipment include but are not limited to :      (1) 40 x Chemical Latrines (aka Porta-Potties) with delivery, scheduled services, and pickup.      (2) Two x trailer-mounted Chemical Latrines (4 latrines total) with delivery, scheduled services, and pickup.      (3) 23 x Handwashing Stations with delivery, scheduled services, and pickup.      (4) 22 x towed Portable Light Towers with generators.      (5) Nine x 7 cu yd covered Dumpsters with emptying services.      (6) One x 20 cu yd Construction Dumpster with emptying services.      (7) Two x 400 gallon Water Blivits with gray water removal services.      (8) 10 residential style Evaporative Coolers. 2. The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotation: a. Timeliness - the quotation must be received on or before the closing date and time; otherwise, the quotation may not be considered. b. Price. c. Technical - meaning that the government will have reasonable assurance that the proposed facility is fully capable of meeting the requirements of the Performance Work Statement. d. Compliance with the solicitation and PWS requirements - if the quotation does not comply with requirements, the quotation may not be evaluated further and may be considered nonresponsive. e. Past performance is not required, but the government reserves the right to check past performance records and other government agencies if deemed necessary. 3. Award will be made without holding discussions; however, the Government reserves the right to hold discussions if required. 4. Award will be made to the lowest priced offeror quotation that meets the instructions to offerors with a fair and reasonable price. 5. Interested offeror quotations shall be valid for at least 15 days after the solicitation close date. 6. A written notice of award or acceptance of a quotation, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quotation, shall result in a binding contract without further action by either party. Before the quotation's specified expiration time, the Government may accept a quotation (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
