The Department of the Navy, Naval Air Warfare Center Aircraft Division (NAWCAD), is seeking contractor support for advanced cyber warfare engineering and security services across multiple Navy and DoD entities. - Government Buyer: - Department of the Navy - Naval Air Warfare Center Aircraft Division (NAWCAD) - Cyber Warfare Department (CWD), Digital Networks Applications Department (DNA), and DAiTA Group - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation or attachments - Services Requested: - Cyber warfare engineering and support services, including cyber resiliency, command cyber solutions, aviation cyber survivability, cyber risk assessments, workforce management, incident response, and facilities support - Research and development (R&D) on cyber warfare hardware and software for operational technology, weapons, and systems - Cybersecurity risk management, vulnerability management, incident response, and continuous monitoring - Protection solutions, network and data link engineering, systems integration, and sustainment for aircraft and weapon systems - Cyber analysis, test and evaluation, tool development, digital forensics, and emulation/simulation - Intelligence operations support, including communications and network cyber warfare expertise - Program management, workforce development, training, certification tracking, and organizational support - Information Systems Security Management (ISSM), computer network defense, assessment & authorization, and embedded cybersecurity support - Engineering, technical, and program management for offensive and defensive cyber capabilities, multi-level security, and administrative/facilities support - Quantities and Notable Requirements: - Approximately 285 full-time equivalents (FTEs) per year - Estimated $7.5M in material costs and $393K in travel annually - U.S. citizenship required; security clearances up to TOP SECRET/SCI - Compliance with DoD, DoN, FISMA, and federal cybersecurity policies - Surge workforce capabilities and specialized labor categories (e.g., Anti-Tamper Systems Engineer, Cyber Analyst, Information Security Analyst) - Unique Requirements: - Sensitive compartmented information (SCI) access required for some positions - Support for Autonomous Defensive Cyber Operations, Red Team/Blue Team Testing, and Anti-Tamper engineering - Places of Performance: - Naval Air Station Patuxent River, MD - Webster Outlying Field (WOLF), St. Inigoes, MD - Training Systems Division, Orlando, FL - Additional locations: San Diego, CA; Jacksonville, FL; Virginia Beach, VA; Lexington Park, MD
