Great Lakes Restoration Initiative (GLRI) Monguagon Creek Upper Trenton Channel (MCUTC)THIS IS A PRE-SOLICITATION NOTICE. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. The U.S. Army Corps of Engineers (USACE) Detroit District is seeking contractors with capability to perform environmental (mechanical) maintenance dredging and placement activities of contaminated sediment in the Monguagon Creek Upper Trenton Channel (MCUTC) located in Riverview, Michigan. The U.S. Army Corps of Engineers (USACE) Detroit District intends to issue a Request for Proposal (RFP) to award a single Firm-Fixed-Price (FFP) construction contract for the MCUTC project. This project is situated just south of Bridge Road and the Grosse Ile Toll Bridge. Project work includes, but is not limited to, mobilizing dredge to the project site, conducting environmental maintenance dredging activities as indicated in project plans using mechanical dredging means, transportation and placement activities of unconsolidated sediments to the Pointe Mouillee Combined Disposal Facility (CDF), other environmental support activities, and demobilizing when work is complete. General Information: This procurement will be evaluated utilizing RFO Part 15. The solicitation will be issued under Solicitation Number W911XK26RA012.• Estimated Range of Magnitude: between $10M-$20M• This project will be solicited as a 100% total small business set-aside. • The primary North American Industrial Classification System (NAICS) is 237990 (Exception), Dredging and Surface Cleanup Activities (Exception), which carries a small business size standard of $37M in average annual receipts. • The secondary NAICS code 562910, Environmental Remediation Services, has also been identified for this requirement due to the environmental support activities the project requires.• Product Service Code (PSC) Y1KF Construction of Dredging FacilitiesThe Solicitation is anticipated to be issued May/June 2026. The solicitation package materials, documents, drawings, specifications, and attachments will be available only electronically and via SAM.gov where there will be a link to the attachments which will be stored in the Procurement Integrated Enterprise Environment (PIEE) system. Electronic submission is required through the PIEE Solicitation Module suite at https://piee.eb.mil/. All contractors must be registered on both sam.gov and PIEE.
