This opportunity seeks cleared access control support services for the Marine Corps Intelligence Activity (MCIA) at Marine Corps Base Quantico, VA. - Government Buyer: - Department of the Navy / Department of Defense - Marine Corps Intelligence Activity (MCIA), Command Security Office, and Regional Contracting Office - Services Requested: - Provision of Top Secret/Sensitive Compartmented Information (TS/SCI) cleared personnel for: - Monitoring entry control points at two MCIA facilities - Verifying personnel clearances (including use of DISS and Foreign Visits System) - Conducting magnetometer searches and screening documents/packages - Issuing visitor badges, managing visitor logs, and operating security systems - Facility opening/closing and managing visitor access - Project management and contract oversight - Deliverables include monthly status reports, quality control plans, corrective action reports, quarterly reviews, and transition plans - Personnel & Security Requirements: - All contractor and subcontractor personnel must be U.S. citizens with TS/SCI clearances - Facility Clearance Level (FCL) required for all participants - Compliance with DoD and Marine Corps security regulations - Mandatory security and access control training - Period of Performance: - Base period of 12 months, with four 12-month option periods (up to 5 years, 3 months total) - Transition-in support up to 15 days post-award; transition-out plan due 90 days before contract end - Locations: - Marine Corps Base Quantico, VA - MCIA Hochmuth Hall (2033 Barnett Avenue, Quantico, VA 22134) - MCIA West Facility (27402 MCB1 Road, Quantico, VA 22134) - Set-Aside & Codes: - Small business set-aside (including SDVOSB, WOSB, HUBZone, EDWOSB) - NAICS 561612 (Security Guards and Patrol Services), PSC S206 (Housekeeping-Guard) - OEMs/Vendors: - No specific OEMs or commercial vendors are named in the solicitation - Unique Requirements: - Access to JWICS and NIPRNet at government facilities - Strict confidentiality, reporting, and compliance standards - Emphasis on cleared personnel and adherence to federal security protocols

Description

To provide cleared access control support services to MCIA located at Marine Corps Base Quantico, Virginia. The contractor will supply Top Secret /Sensitive Compartmented Information, known as TS/SCI, cleared personnel responsible for monitoring entry control points, verifying personnel clearances, conducting magnetometer searches, and ensuring that only authorized personnel gain access to MCIA facilities.
