Naval Information Warfare Center (NIWC) Atlantic United States Marine Corps (USMC) Intelligence Engineering Sustainment/ Cyber Support This opportunity is for SeaPort-NxG MAC HOLDERS ONLY and is a Service-Disabled Veteran-Owned Small Business (SDVOSB) SET-ASIDE. No other offers will be considered. SeaPort MAC holders will need to register for PIEE accounts in order to receive solicitations and submit proposals/offers. Note: Attachment 8 Section C Performance Work Statement (PWS) included with this RFP includes Controlled Unclassified Information (CUI) and will not be made publicly available. In order to obtain access to the attachment, the Offeror shall download, complete, and submit a signed Non-Disclosure Agreement (NDA) (Attachment #11 NDA for CUI Attachment) for each individual requiring access to the non-public documents. To ensure a streamlined process, the Prime Offeror shall designate a single Point of Contact (POC) responsible for collecting all required Non-Disclosure Agreements (NDAs) from its team members and subcontractors. The POC will then submit the consolidated NDAs as a single, package to the contract Specialist, Chelsea Bendt, at chelsea.e.bendt.civ@us.navy.mil. The body of the submission email must clearly identify the solicitation number, full names of the individuals for whom NDAs are being submitted, specifying whether they are a team member or subcontractor. The deadline for receipt of all NDAs is 12:00 PM Eastern Daylight Time on 6 April 2026. Amendment 0001: Attachment 9 Section L-317 has been updated to include information regarding the requested PowerPoint slides, updates to Element A5 Rules of Engagement, and updated instructions for subcontractor proposal document submissions. Attachment 8 PWS (non-public document) has been updated to include additional information in Section 5.4.2 Key Personnel (this document will be sent to Prime Offeror POCs who have met L-204 requirements) via DoD safe. All other facets of the solicitation remain the same.
