This procurement seeks qualified contractors to provide and install a complete RF shielding system for the ORANG Special Tactics Complex at Portland Air National Guard Base, supporting the 125 Special Tactics Squadron. - Government Buyer: - U.S. Army Corps of Engineers, Seattle District (W071 ENDIST SEATTLE) - OEMs and Vendors: - No specific OEMs or vendors are named; contractors must provide qualified shielding specialists and manufacturer's representatives. - Products/Services Requested: - Construction of a multi-building Special Tactics Complex consolidating command, operations, training, logistics, and maintenance functions - RF shielding system including: - Six-sided RF shielded enclosure (walls, floor, ceiling) - RF shielded doors (interior, for secure access) - Filter assemblies for power line penetrations (UL 1283 compliant) - Waveguide assemblies for ventilation penetrations (IEEE 299 tested) - RF shielding floor system (ASTM A653/A653M steel, G-60 zinc coating) - RF foil for walls/ceilings (ASTM E84 flame spread rating) - Electrically conductive tape (aluminum/copper, 5 mil, 4-inch min.) - High-frequency conductive sealants - Two-component epoxy and single-component polyurethane resin moisture vapor retarders (ASTM F3010 compliant) - Dispersion primer (polymer dispersion) - Services: - Shielding specialist supervision and quality assurance - RF shielding effectiveness testing (IEEE 299) - Manufacturer's representative for installation/testing - Field training for O&M staff (8 hours) - 3 years of maintenance supplies (spare filters, door parts) - Unique/Notable Requirements: - RF shielding must meet specified attenuation levels across a range of frequencies - Compliance with IEEE 299 and UL 1283 standards - CMMC Level 2 (SELF) certification required for contractors - Vetting for access to controlled unclassified information (NIST SP 800-171 compliance) - Contractors must provide CAGE number, current CMMC certification, and vetting POC before receiving project plans - Qualified shielding specialists and manufacturer's representatives with recent experience are mandatory - Place of Performance: - Portland Air National Guard Base / ORANG Special Tactics Complex, Portland, Oregon

Description

Amendment 0008 corrects the Proposal Due Date to 04 May 2026 at 1100 PDT and update specifications and drawings. The Seattle District is soliciting a project to construct a multi-building Special Tactics Complex for the 125 Special Tactics Squadron (STS). The project will consolidate the STS functions from several older, inadequate facilities into a centrally located complex to support Unit Command, Squadron Operations, Communications, Dive Locker, Human Performance Program, Aircrew Flight Equipment, Combat Arms Training and Maintenance, Simulators, Logistics, Mission Alert Storage, Individual Equipment Storage, Vehicle Maintenance, and Vehicle Storage. NOTE: This Solicitation will require a CMMC Level 2 (SELF) certification. Due to controlled unclassified information in Plans, interested Contractors must be vetted prior to receipt of those documents. Please provide your CAGE number, Current CMMC level certification, and Point of Contact to the contract specialist at jacanna.f.wyatt@usace.army.mil for vetting. Once appropriate NIST SP 800-171 level is confirmed you will be provided access to the controlled unclassified Plans for this project.
