The Department of War is seeking comprehensive contract management support services under an IDIQ contract, primarily through the AbilityOne Program and National Industries for the Blind (NIB). - Government Buyer: - Department of War (DoW), Washington Headquarters Services Acquisition Directorate - Eligible Vendors: - Only AbilityOne participating nonprofit agencies, specifically National Industries for the Blind (NIB) - Services Requested: - Contract closeout support for fixed-price, cost, and time-and-materials contracts - Deobligation of Unliquidated Obligations (ULOs) and Undelivered Orders (UDOs) - Post-award contract administrative services - Auto-closeout actions - Digital imaging (scanning) of contracts and acquisition-related documentation - Document storage, inventory/packing, shipping (CONUS/OCONUS), and destruction - On-site and off-site support including specialists, team leads, clerks, supervisors, and project managers - Travel support as needed - Notable Requirements: - Compliance with FAR, DFARS, and CMMC Level 2 cybersecurity standards - Services provided both at contractor facilities and government sites in multiple cities - Labor categories priced per hour, box, lot, or day - Only AbilityOne nonprofit agencies are eligible to compete - Period of Performance: - Base ordering period of five years with a six-month extension option; task orders may be issued through the end of the sixth year, with contract completion no later than the end of the seventh year - Estimated Contract Value: - Ceiling of $126.6 million - Primary Places of Performance and Delivery: - Washington Headquarters Services Acquisition Directorate, Alexandria, VA (contracting office) - Government sites in Philadelphia, PA; Richmond, VA; San Antonio, TX; Fayetteville, NC; Kansas City, MO; Oklahoma City, OK

This solicitation is for a mandatory source procurement pursuant to the Javits-Wagner-O’Day Act (41 U.S.C. 8501-8506) and Revolutionary FAR Overhaul Supbart 8.2 Acquisition From AbilityOne Participating Nonprofit Agencies. Proposals from organizations other than the AbilityOne participating nonprofit agency will not be evaluated. The Department of War (DoW) requires efficient and effective contract management support for contract closeout services. This Request for Proposal (RFP) defines requirements to achieve timely and accurate contract closeouts, deobligation of Unliquidated Obligations (ULOs) and Undelivered Orders (UDOs), and other post-award contract administrative services. The contractor will perform non-inherently governmental functions in support of contract completion and closeout, including auto-closeout actions, digital imaging (scans) of contracts and acquisition-related documentation, and document destruction.
