The Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) is seeking small business proposals for Integrated Product Support Services (IPSS) under the Seaport Next Generation (Seaport NxG) Multiple Award Contract (MAC): - Government Buyer: - Department of the Navy, Naval Sea Systems Command, NSWC Port Hueneme Division - Scope of Services: - Comprehensive IPSS including: - Program/project management - Reliability, maintainability, and supportability engineering - Configuration management - Technical data and provisioning support - Supply support - Manpower, personnel, and training - DMSMS/obsolescence management - Maintenance planning - Level-of-effort contract with 935,040 labor hours over five years (base plus four option years) - Cost-plus-fixed-fee (CPFF) structure with additional Other Direct Costs (ODCs) for travel and materials - Products/Services Requested: - No specific OEMs or commercial products are named; all requirements are for professional services - Key line items include labor hours for each contract year and ODCs for each period - Not Separately Priced Data Deliverables required for all periods - Notable Requirements: - 100% small business set-aside; only Seaport NxG small business MAC holders may compete - Proposal validity of 270 days; 30-day transition period post-award - Compliance with Material Safety Data Sheet (MSDS) requirements - Past performance limited to three years - Places of Performance: - Primary: NSWC Port Hueneme, CA (4363 Missile Way) - Additional: San Diego, CA; Mayport, FL; Virginia Beach, VA; Norfolk, VA; Pearl Harbor, HI; Kauai, HI; White Sands Missile Range, NM; and overseas sites in Bahrain, Singapore, Spain, and Japan
