The Naval Surface Warfare Center Panama City Division (NSWC PCD), under the Department of the Navy, is seeking small business contractors for environmental waste sampling, laboratory analysis, and technical reporting services at its facilities in Panama City, Florida. - Government Buyer: - Department of the Navy, Naval Surface Warfare Center Panama City Division (NSWC PCD) - Scope of Work: - Environmental waste sampling and analysis of hazardous and non-hazardous waste streams - Laboratory analysis per EPA SW846 and DoD standards at certified laboratories - Preparation and submission of technical and scientific reports, including: - Sampling Analysis Plans - Waste Determinations - Laboratory Reports and Quality Control documentation - Hazardous Waste Manifests - Chain of Custody forms - Final Reports and Spreadsheets of Waste Streams Collected - NELAP/NELAC Documentation - Monthly and as-needed reporting - Key Requirements: - Compliance with Controlled Unclassified Information (CUI) handling and security protocols - CMMC Level 1 Self Assessment required - Invoicing through Wide Area Workflow (WAWF) - Quotes must include CAGE code, lead time, and shipping if not already priced - Award based on best value (pricing, delivery, quality, past performance) - Locations: - NSWC Panama City Division, Panama City Beach, FL - Naval Support Activity Panama City (NSA PC) - Warehouse at 1714 Frankford Avenue, Panama City, FL - **No specific OEMs, hardware products, or part numbers are identified; focus is on professional services and technical deliverables.

Description

This procurement is a Small Business Set Aside per the requirement in the attachment. Email quotes (on your companies letterhead with full specifications) to terra.s.roberts.civ@us.navy.mil on or before the closing date and time of Monday 27 Apr 2026 11:00 a.m. Central Time. The Government will not accept late quotes. Provide cage code and Lead time on your quote. Be able to invoice through Wide Area Workflow (WAWF). Terms are NET 30 Days. If shipping is not included in the price please include a line item for shipping.

CMMC Lelvel 1 Self Assessment is required.

The Government will not accept quotes that are partial or incomplete. Provide CAGE code and Lead time on your quote. The Terms are NET 30 Days Vendor must be able to invoice through Wide Area Workflow (WAWF). If shipping is not included in the price, include a line item for shipping. Vendors must ensure that they have received a response within 24 hours after quote has been submitted to remain competitive. If no response is received, Please call the Primary contact.
