The U.S. Merchant Marine Academy (USMMA), part of the Maritime Administration under the Department of Transportation, is soliciting bids from certified small businesses for the repair and repainting of Eldridge Pool at its Kings Point, NY campus. - Government Buyer: - U.S. Department of Transportation, Maritime Administration, U.S. Merchant Marine Academy (USMMA) - Scope of Work: - Contractor to provide all labor, materials, transportation, tools, equipment, and supervision - Patch and repair pool surfaces and surrounding stonework - Paint approximately 5,000 sq ft of pool surface with Insl-X Waterborne Semi-Gloss Swimming Pool Paint (Ocean Blue, WR-1023 or equivalent) - Paint approximately 500 sq ft of lane lines with Insl-X Waterborne Semi-Gloss Swimming Pool Paint (Black, WR-1020 or equivalent) - All work must comply with historic preservation standards - Unique Requirements: - Project must be completed prior to Memorial Weekend following Notice to Proceed - Work to be performed during normal business hours (0700-1630, Monday-Friday) unless otherwise approved - Past performance of similar size, scope, and complexity required - Total set-aside for certified small business concerns - No specific OEMs or vendors are mandated; Insl-X is referenced as the paint standard but equivalents are allowed - Award will be made as a single, firm fixed-price purchase order to the lowest price, technically acceptable offeror

Description

The United States Merchant Martine Academy (USMMA) seeks a qualified and experienced contractor to provide labor, material, transportation, tools, equipment and supervision to perform painting services to Eldridge Pool. Services include, but are not limited to, patching/repairing the pool surfaces, stonework and painting the pool surfaces.

This requirement is a total set-aside for certified small business concerns. Offers received from firms that are not small business concerns shall be considered non-responsive and will be rejected. The associated North American Industrial Classification System (NAICS) code for this procurement is 238320 for Painting Contractors (PSC: J078) with a business standard size of $19 Million. Offerors are advised that they are responsible for obtaining ALL quotation documents and acknowledging any amendments and should re-visit this website periodically to check for any changes to this notice, updates, or amendments without further notice from the USMMA. Quotes will only be accepted electronically via e-mail at NarineA@usmma.edu.

All service must be in accordance with this Solicitation and attached SOW. A Single, Firm Fixed-Price Award (Purchase Order), IAW FAR Overhaul Part 12, will be made to the responsible offeror, whose quote, conforming to the Solicitation and Statement of Work, offers the lowest price, technically acceptable (LPTA) quote. The Government will evaluate quote for award purposes based on an acceptable/unacceptable basis to determine if the offeror meets the requirements described in the requirement and past performance of similar size, scope and complexity. Total Price will be evaluated to determine the Lowest Price technically acceptable. All offeror's are requested to provide discount off their normal marketplace pricing. This technical requirement will be evaluated based on the Acceptable or Unacceptable criteria, see below: - Acceptable - Quote meets or exceeds the requirements of the solicitation. Risk is low. - Unacceptable - Quote fails to meet the requirements of the solicitation. Risk is high. For past performance the offeror shall provide one example of similar size, scope and complexity within three years. The Offeror must identify the contract number; name of the U.S. or State Government client; name of the point of contact; telephone number or email address; contract type; total contract value; and period of performance. Any offeror without any information in CPARS will be rated as neutral.
