DHS is launching the Cumulus program to procure department-wide commercial cloud solutions from leading Cloud Service Providers (CSPs). - Multiple single-award IDIQ contracts will be issued to brand name CSPs: Amazon Web Services (AWS), Microsoft Azure, Google Cloud, and Oracle Cloud Infrastructure (OCI). - Services include IaaS, PaaS, SaaS, and specialized offerings such as AWS CloudTrail, Azure App Services, Google BigQuery, and Oracle Exadata Database Service. - CSPs must meet FedRAMP security standards and provide unique, mission-critical capabilities. - Professional services, marketplace solutions, and training related to CSP offerings are included. - The procurement aims to leverage DHS's buying power for cost savings and operational efficiency. - Ordering period is up to five years: one-year base plus four one-year options. - Rolling award schedules begin in FY26 Q2, with multiple award IDIQs in FY26 Q3 and Q4. - Place of performance and contracting office are DHS facilities in Washington, DC.
Description
The United States (U.S.) Department of Homeland Security (DHS) requires commercial cloud solutions for Department-wide use. It is anticipated that commercial cloud solutions shall be directly provided by Cloud Service Providers (CSPs) through non-competitively and competitively awarded Indefinite-Delivery, Indefinite-Quantity (IDIQ) vehicles.
The attached Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Subpart 6.103 justification supports the anticipated non-competitively awarded IDIQ vehicles. The justification was prepared in accordance with RFO Subpart 6.104 and is posted in accordanced with RFO Subpart 6.301, specifically, 6.301(b)(2). Cumulus awards have not been made yet, award date referenced within this notice is an estimate.
Included within the scope of this effort titled Cumulus, are commercially available Anything as a Service (XaaS) covering Infrastructure as a Service (IaaS), Platform as a Service (PaaS), Software as a Service (SaaS), professional services, marketplace solutions, and training services.
Cumulus requirements will not just offer increased efficiency and effectiveness in CSP solution procurement but is also anticipated to deliver strategic level value to the Department. This includes increased oversight and understanding of CSP solutions being procured across the Department and how they may be collaboratively leveraged from both a mission delivery and spend perspective. Strategic level value will be recognized, for example, through economies of scale resulting in significant discounts and through increased cloud procurement and delivery consistency Department-wide.
