Description
Western Area Power Administration (WAPA) Desert Southwest Region (DSW) intends to issue a sole source firm-fixed-price contract to Nexus Power Solutions LLC, a SAM-registered small business, to procure seventy-eight (78) ABB-Hitachi Energy brand name 30-nF (nanofarad) line-to-ground capacitors (part number part number 2GHV05029A0002) for WAPA DSW’s Mead Substation near Boulder City, Nevada. The new capacitors will facilitate WAPA DSW’s mission of replacing Mead’s existing aging/failing 30-nF solder joint type capacitors.
The statutory authority permitting other than full and open competition for this acquisition is 41 U.S.C.1901 Simplified Acquisition Procedures as implemented in Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR Part 12.201-1 Simplified Procedures. Only genuine brand name parts will fulfill the needs of the Government (See RFO FAR 12.102 Restricting Competition).
Because all Mead Substation circuit breakers are ABB-Hitachi Energy manufactured, for continuity, familiarity, and compatibility purposes, only ABB-Hitachi Energy brand name capacitors will be suitable for this replacement. Nexus Power Solutions LLC is uniquely qualified to provide the required parts based upon the following: It is a small business distributor for ABB-Hitachi Energy and has the knowledge, expertise, and familiarity with WAPA to expediently provide the new capacitors.
This notice serves as a Notice of Intent to award a contract and is not a request for proposals or quotations. No requests for capability briefings will be considered. A solicitation package will not be posted publicly and requests for copies of the solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future would be in the best interest of the Government.
Responsible sources that believe they can furnish the required capacitors in their entirety must submit a written notification of interest and capability statement by the date and time specified within this notice. All information submitted should support the firm’s capabilities to provide all of the required supplies and shall be furnished at no cost or obligation to the Government.
