INTRODUCTION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single firm-fixed-price contract for the design-bid-build construction project #646-22-700, Construct EHRM Infrastructure Upgrades at the University Drive - Pittsburgh, PA VAMC located at University Drive, Pittsburgh, PA 15240-1003.
PROJECT DESCRIPTION The EHRM program is a large-scale, commercial effort to transition to the new Oracle Cerner Millennium electronic health record system at the Department of Veterans Affairs (VA). The VA must implement upgrades and renovations to ensure the modernization efforts are supported by both proper Information Technology (IT) infrastructure and physical (i.e., facilities) infrastructure that meet the requirements established by the VHA Healthcare Environment and Facilities Programs (HEFP). In support of the EHRM program, the Pittsburgh VAMC has a requirement to construct the EHRM Infrastructure Upgrades project. Site visit prior to proposal shall be required to ensure firms have an understanding of existing conditions.
ADMINISTRATIVE The solicitation will be issued as a Request for Proposals (RFP) conducted in accordance with FAR part 15 and will be evaluated in accordance with the lowest price technically acceptable (LPTA) procedures listed in the solicitation. The solicitation will be issued unrestricted by socioeconomic category. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in May 2026. The period of performance is approximately 730 calendar days from the issuance of the notice to proceed. In accordance with VAAR 836.204, the magnitude of construction is between $50,000,000 and $100,000,000. This notice is not a request for competitive offers.
