This opportunity seeks industry input for providing O-Level maintenance and support services for the COMPACFLT Berthing and Messing Program across multiple Pacific locations. - Government Buyer: - Department of the Navy, NAVSUP Fleet Logistics Center San Diego (NAVSUP FLC SD) - U.S. Pacific Fleet (COMPACFLT) - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vendors are named in the solicitation or attachments - The incumbent contractor is United Support Services, Inc. - Products/Services Requested: - Organizational (O-Level) maintenance and repairs for Duty Crew Berthing Barges - Includes preventive and corrective maintenance, minor repairs, inspections, scaffolding, rigging, transportation, and disposal services - Service call response for routine, emergency, and urgent maintenance - System/equipment familiarization training (monthly, covering firefighting, damage control, and safety systems) - Port husbandry services for non-self-propelled service craft - Safety, health, and environmental compliance (OSHA, NFPA, EPA, and other regulations) - Implementation of an ISO 9001:2015 Quality Management System (QMS) meeting NAVSEA standards within 60 days of award - Regular reporting (monthly and weekly) on performance, property, and materials - Unique or Notable Requirements: - Capability statements must demonstrate relevant experience and ability to perform all aspects of the PWS - Compliance with FAR clause 52.219-14 for small business set-asides may be required - Security clearances for personnel - Use of government-furnished property and adherence to quality management standards - Period of Performance: - One-year base period with four one-year option periods (up to five years total) - Places of Performance: - Multiple Pacific locations including: - Pacific Northwest (Bremerton, Tacoma, Bangor, Seattle, Everett, WA) - Portland, OR - San Francisco, CA - San Diego, CA - Pearl Harbor Naval Base, HI - U.S. Naval Bases Yokosuka and Sasebo, Japan - Naval Base Guam, Apra Harbor, GU - Contracting office: NAVSUP Fleet Logistics Center San Diego, 3985 Cummings Road BLDG 116, San Diego, CA 92136

Description

NAVSUP Fleet Logistics Center San Diego is seeking capable sources and industry input to provide COMPACTFLT Berthing and Messing Program with operational (O-Level) maintenance.

The period of performance shall include a one-year base period, followed by four (4) one-year option periods for a total period of performance of five (5) years if all option periods are exercised.

This requirement is currently being met by N00244-21-C-0003, awarded to United Support Services ending 11/13/2026.

A draft Performance Work Statement (PWS) is attached to this announcement and please include your business size, socioeconomic status, and cage code in your submission.

For small business set-asides FAR clause 52.219-14, Limitations on Subcontracting, will apply. Note that if there is sufficient demonstrated interest and capability among small businesses, a key factor in determining if an acquisition will be a small business set-aside is that two (2) or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in FAR clause 52.219-14, either alone or in conjunction with other similarly situated entities. Please provide details regarding teaming arrangements, and if subcontracts are to be used, detail the anticipated percentage of the effort to be subcontracted and whether small or large business subcontractors will be used.

This is a sources sought for market research purposes. The Government’s requirement may change at any time. DONOT submit proposals in response to this sources sought. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Navy will not assume liability for costs incurred by a company for capability statement preparation or marketing efforts; therefore, any cost in response to this notice is not considered an allowable direct charge to the Government.
