Description

San Antonio, Fort Sam Houston, TX intends to Award a Firm Fixed Price, Purchase Order, on a sole source basis to National Registry of Emergency Medical Technicians (NREMT), 6610 Busch Blvd, Columbus, OH 43229-1751, utilizing the authority of Title 41 U.S.C. §1901, as implemented in RFO FAR 12.201-1, Simplified Procedures and RFO FAR 5.101, Pre-solicitation Notice.

This requirement is non-personal services to provide for processing of emergency medical technicians (EMT) application packages for national certification (testing) for NREMT and processing of recertification application at each of the NREMT’s three certification levels; EMT, AEMT (advance), and NRP (nationally registered paramedic)-. The service is required for initial entry soldiers and all 68W Military Occupational Specialty (MOS) in the U.S. Army Active Duty, U.S. Army Reserve Component and National Guard.

Department of Defense Instruction (DoDI) 6000.10 “Emergency Medical Technician and Paramedic Certification” and Army Regulation (AR) 40-68, “Clinical Quality Management, Chapter 4”, establishes policy for how military EMTs and paramedics are certified and maintained across the Military Health System and operational units. Currently the National Registry of Emergency Technician (NREMT) is the only organization that provides national certification for EMTs and paramedics per the DOD standards and procedures.

The Government intends to procure from only one source under the authority of RFO 12.102(a), “Restricting Competition”  will document decisions to restrict competition, including the use of brand-name descriptions without allowing for “equal” products, as follows via justification and approval:  For acquisitions valued over the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals; however, all responses received will be evaluated to determine if competitive procurement is in the best interest of the Government.
