The City of Raleigh is seeking professional engineering services for the expansion of the Little Creek Resource Recovery Facility (RRF) to a capacity of 4.99 million gallons per day (MGD). - Government Buyer: - City of Raleigh, Raleigh Water, Senior Engineering Supervisor (Matt Cotton, PE) - Scope of Services: - Preliminary Engineering Report (PER) and preliminary design for facility expansion - Addressing a new discharge location at Moccasin Creek - Assistance with NPDES permitting, detailed design, bidding, and construction phase services - Additional tasks: wetland and stream delineation and permitting, geotechnical evaluation, subsurface utility exploration, traffic control plan, easement plat preparation and recordation, bid phase services, construction administration and inspection, as-built survey and plans - Products/Services Requested: - Professional engineering services (no specific OEMs or part numbers) - Unique Requirements: - MWBE participation is emphasized - Strict communication protocols during solicitation - Electronic bids are not permitted; proposals must follow RFQ instructions - Locations: - Little Creek Resource Recovery Facility (RRF), Raleigh, NC - Moccasin Creek (new discharge location) - City of Raleigh offices

Description

The City of Raleigh is seeking qualifications from professional engineering firms to provide a Preliminary Engineering Report (PER) and preliminary design for the expansion of the Little Creek Resource Recovery Facility (RRF) up to 4.99 million gallons per day (MGD). The project scope includes addressing a new discharge location at Moccasin Creek. If speculative limits are obtained, the selected firm will assist with additional NPDES permitting, detailed design, bidding, and construction phase services for the recommended plant expansion.
