The Saskatchewan Ministry of Highways is seeking a consultant laboratory to provide comprehensive roadway materials laboratory testing services for projects in the Northern and Central regions of the province. - Government Buyer: - Government of Saskatchewan, Ministry of Highways - Scope of Services: - Laboratory testing for asphalt mix, granular aggregate, soil, and salt materials - Asphalt concrete mix design and verification (including EPS mix design verification) - Preparation of asphalt concrete correlation samples and Marshall compaction specimens - Appeals testing for End Product Specification (EPS) asphalt concrete projects - Specialized tests such as Marshall stability and flow, stripping potential, splitting tensile strength, laboratory density of core samples, ignition oven calibration, retained Marshall stability, moisture-induced damage resistance, interlayer shear strength, and dynamic cone penetrometer testing - Aggregate and soil tests including sieve analysis, plasticity index, sand equivalent, lightweight pieces, iron stones, clay lumps, moisture by oven drying, fractured faces, Proctor tests, micro Deval, soundness, bulk specific gravity, tire-derived aggregate testing, group index, and classification - Salt and de-icer testing (moisture and sieve analysis, soluble chloride, sodium chloride by difference, insoluble matter, liquid de-icer characteristics) - Expert support for asphalt plant calibration, nuclear densometer correlations, asphalt coring, and equipment repair/calibration - Training services for Ministry field laboratory staff and start-up assistance for Ministry-managed paving projects - Unique Requirements: - The main laboratory must be located within a 25-kilometer radius of the Ministry’s office at 126 105th Street East, Saskatoon, to ensure timely sample delivery and testing - Services support projects in central and northern Saskatchewan - No specific OEMs or vendors are named, as this is a service-based solicitation - Estimated contract period is two years with an option for a one-year extension
