The U.S. Army Garrison-Rock Island Arsenal is seeking a contractor to seal and close Deep Well 051, a 380-foot deep disused water well at Rock Island Arsenal, Illinois. - Government Buyer: - US Army Garrison-Rock Island Arsenal, Directorate of Public Works, Engineering and Services Division - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments - Products/Materials Requested: - Disinfected pea gravel: 280 cubic feet to fill the bottom 72 feet of the well - Bentonite slurry: For sealing unlined creviced strata and casing pipe (approved bentonite product required) - Neat cement: For filling the upper casing pipe - Soil and seed: For site restoration after casing removal - Services Requested: - Well sealing project management, including permitting, coordination with public health authorities, and regulatory reporting - Water sampling and testing for VOCs and metals (EPA methods 8260B and 6010B), and compliant water disposal - Site security, environmental and safety compliance, and restoration of the work area - Unique/Notable Requirements: - All work must comply with Illinois Administrative Code Title 77 Chapter I Section 920.120 - Contractor must report to and pay fees to the Rock Island County Public Health Department - Performance and payment bonds are required - Strict environmental and safety compliance, including water testing and disposal per EPA standards - Site must be restored to drain surface water away from nearby buildings - No specific part numbers or proprietary products are listed; materials must meet regulatory standards

Description

This is a notice that a solicitation is anticipated to be forthcoming and will have all the necessary documents. Please see the attached Scope of Work (SOW) PR-2026-0214 for detailed project requirements.

IAW FAR 36.204(d), the magnitude of this project is between $100,000.00 and $500,000.00.

Performance and Payment Bonds are required.

The scope of this project is to seal an approximately 380ft deep, disused water well. The Contractor is required to employ the necessary equipment, instruments, and materials to accomplish eh task of sealing this old well in accordance with Illinois Administrative Code Title 77 Chapter I Section 920.120. The Contractor shall complete the necessary reporting to the County of Rock Island Public Health Department including paying fees.

There will be a Pre-Solicitation Site Visit held on Tuesday, April 28, 2026 at 9:00am Central Time to ensure all potential contractors have a clear understanding of the site and scope of work. All site visit attendees will meet at the location identified on the Site Visit Map attachment.

ALL ATENDEES MUST ACCESS THE ISLAND THROUGH THE MOLINE GATE AND STOP AT BUILDING 23, VISITOR CONTROL CENTER, TO GAIN ACCESS TO THE ISLAND UNLESS YOU HAVE AN EXISTING BADGE TO GAIN ACCESS. YOU WILL NEED TO SHOW A VALID DRIVERS LICENSE. PLEASE ALLOW 60 MINUTES PRIOR TO THE SITE VISIT FOR PROCESSING.

NOTE: Effective May 7, 2025, non-Real ID compliant identification will no longer be accepted for accessing Government Facilities.
