NOAA's National Marine Fisheries Service (NMFS) Office of Law Enforcement (OLE), Pacific Islands Division (PID), is seeking a Blanket Purchase Agreement for Vessel Monitoring System (VMS) units to support marine resource law enforcement in the Pacific Islands region. - Government Buyer: - Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) - National Marine Fisheries Service (NMFS), Office of Law Enforcement (OLE), Western Acquisition Division, Boulder Branch, and Pacific Islands Division (PID) - Products/Services Requested: - Vessel Monitoring System (VMS) transceiver units (EMTUs) - Approximately 30 units per year for 5 years (base year plus four option years) - Option to purchase up to 5 additional units each year - Each unit includes: antenna(s), antenna cable (minimum 45 feet), water sealant, power cable (minimum 15 feet)/converter/conditioner, mounting brackets, and all necessary accessories - Shipping and delivery of units to Honolulu, Hawaii - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Unique or Notable Requirements: - VMS units must be type-approved by NMFS, Western and Central Pacific Fisheries Commission (WCPFC), and Pacific Islands Fisheries Science Center (PIFSC) - Units must reliably transmit hourly position reports and daily electronic logbook data, and be compatible with PIFSC e-logbook requirements - Delivery required within six weeks of each call order - Small business set-aside under NAICS code 334511 - Period of Performance: - Base year plus four option years (total up to 5 years) - Estimated total quantity: up to 175 VMS units over the contract period - Delivery Location: - NOAA-IRC/NMFS/OLE, 1845 Wasp Boulevard, Building 176, Honolulu, Hawaii 96818
