Page 1 of 3 Page 1 of 1 Page 1 of 1 Page 1 of The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO 2), Buffalo, New York intends to solicit quotes from contractors to provide BLS, SCT and CCT Ambulance Transport Services at the VA New Jersey Healthcare System, East Orange and Lyons Campuses, 735 Tremont Avenue, East Orange, NJ 07018 under a single-award firm-fixed price contract.

The VA anticipates issuing an RFP for this requirement on or about May 18, 2026, to be posted to Contract Opportunities at www.SAM.gov. This procurement will be solicited in accordance with FAR Part 15 Contracting by Negotiation. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide instructions to contractors about the proposal submission process.

In accordance with FAR 52.204-7, System for Award Management, perspective contractors must be registered in System for Award Management (SAM) at the time of submission of proposals. Contractors may obtain SAM information at https://www.sam.gov.

NAICS Code is 621910 Ambulance Services with a Small Business Size Standard of $22.5 Million. The Product Service Code is V225 Transportation-Travel: Ambulance. The solicitation will be issued as a 100% set-aside for Small Business. All responsible sources may submit proposals to be considered by the Agency.

General Description: Contractor shall provide all required labor, material, equipment and supervision of contractor personnel for Basic Life Support (BLS) and/or Specialty Care Transport (SCT) Ambulance Services. The contractor shall conform to all regulations of Federal, State and local governing in the performance of ambulance transport services including the Federal Department of Transportation Regulations at 49 CFR Part 391.11-391.13. The contractor shall furnish ambulance transport services 24 hours, 7 days per week, 365 days per year for eligible Veteran beneficiaries under 38 USC Section 111A of the Department of Veterans Affairs, New Jersey Healthcare System. Period of performance 8/1/2026-7/31/2031 with the provision of four (4) option years.
