Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the Format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01 dated March 01, 2026. This requirement is being solicited as a Total Small Business Set Aside using FAR Part 12 Acquisition of Commercial Products and Commercial Services. The NAICS Code is 238320 – Painting and Wall Covering Contractors with a small business size standard of $19.0M. The solicitation number is 6923G526Q0038. **NOTE: Quoters must be registered in SAM.gov and have an active registration at the time of this solicitation closing and at the time of award.

DESCRIPTION OF WORK: GLS is seeking a contractor to perform painting and mechanical refurbishment of eight (8) steel stoplogs at Snell Lock in Massena, NY. CONTRACT TYPE: This solicitation is a Request for Quote (RFQ) that will result in the award of a firm fixed price contract under FAR Part 12, subject to the availability of funds. CONTRACT PERIOD OF PERFORMANCE: The Contractor shall begin performance within 10 calendar days and complete within 120 calendar days after receiving the notice to proceed. PLACE OF PERFORMANCE: Snell Lock, Massena, NY 13662.
SITE VISIT DATE: May 06, 2026, 10:00AM EST. Participants shall meet at Eisenhower Lock Overlook (North), 190B Barnhart Island Road, Massena, NY 13662. Attendees shall confirm their attendance via email to chora.snyder@dot.gov no later than May 05, 2026, at 2:00PM EST.
