This opportunity supports the U.S. Army's Exercise Keris Strike 2026 in Malaysia with a broad range of base life support, transportation, material handling, and aggregate supply needs: - Government Buyer - Department of Defense, Department of the Army, 413th Contracting Support Brigade (CSB), Fort Shafter, Hawaii - OEMs and Vendors - No specific Original Equipment Manufacturers (OEMs) or vendors are named in the solicitation or attachments - Products and Services Requested - Base Life Support (BLS): - Portable latrines, handwash stations, showers (with/without hot water), laundry services, air conditioning units, fans, indoor lighting, tents (with/without A/C), sleeping cots, furniture (chairs, tables, heavy-duty tables) - Power generation (generators, cabling, fueling), light sets (minimum 30,000 lumens), refrigerated trailers (reefers), ice and coolers - Waste management: dumpsters, trash cans, HAZMAT disposal, gray water tanks and removal - Transportation: - Leased vehicles with drivers: 12-passenger vans, buses, 4x4 trucks, box trucks - E-Sim cards and wifi pucks for communications - Material Handling Equipment (MHE): - Forklifts, cranes, boom trucks, dozers, backhoe loaders, motorized graders, vibratory rollers, 10-ton dump trucks (with/without operators) - Equipment operation and maintenance services - Aggregate Supply: - Rock (2.5 cm size) delivered in large quantities to multiple sites (LSA, BAS, Site Whiskey, Z6, LTTI, AHA, FARP, Role II, JPMRC) - Additional aggregate materials: sand, cement, concrete pipes, sandbags - Interpreter/Translator Services: - Basic and specialized interpreters fluent in Malay and English, including military terminology - Defense Base Act Insurance - Quantities and Durations - Detailed quantities for many items (e.g., 7 portable latrines, 35 chairs, 4135+ cubic meters of rock) and rental durations (11–56 days) are specified in the order form - Optional line items may be exercised via contract modification - Unique or Notable Requirements - Compliance with U.S., Malaysian, and local laws, as well as safety, quality assurance, and environmental standards - Strict adherence to offer submission instructions and deadlines - Equipment must be pre-positioned before the exercise start date - All services are non-personal and must be provided in accordance with the Performance Work Statement (PWS) - Locations - Primary place of performance: Multiple federal/military sites in Malaysia (LSA, BAS, Site Whiskey, Z6, LTTI, AHA, FARP, Role II, JPMRC) and Kota Kinabalu region - Contracting office: Fort Shafter, Hawaii

This is a Request for Quote (RFQ) Solicitation for Base Life Support, Transportation, MHE, and Aggregate in support of exercise Keris Strike 2026 (KrS2026)

The Period of Performance is 15 May - 12 June 2026

Ensure to follow the Offer Submission Requirements in the RFQ. Only fill out the highlighted portion of the Order Form.

Deadline:

Questions will be due in writing (email) by 1300 (HST) on 29 APR 2026.

This solicitation will close at 1300 (HST) on 30 APR 2026 any quotes submitted after this date will not be considered by the Contracting Office.

Once questions are received, we will provide answers in this solicitation for all interested parties.

This is only an RFQ. The government may cancel this solicitation at any time at no cost to the government.
