1. PURPOSE OF THIS NOTICE: The Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Huachuca Division, Bravo Branch, is issuing this Request for Information (RFI) to conduct market research. The Government is seeking to identify interested and capable sources that can provide a comprehensive, enterprise-scale Commercial-Off-The-Shelf (COTS) solution for the governance and management of the U.S. Army's Microsoft 365 (M365) environment.
2. REQUIREMENT SUMMARY: The U.S. Army operates one of the largest and most complex M365 environments in the world. The Government requires a mature, scalable, vendor-supported technical solution to enforce policy, automate administrative tasks, and empower a delegated administration model across Major Commands (MACOMs).
The proposed COTS solution must seamlessly integrate with and enhance the native capabilities of the M365 platform, specifically providing robust capabilities in the following functional areas:
Enterprise Governance and Administration: Hierarchical Role-Based Access Control (RBAC) and delegated administration of SharePoint Online (SPO), Teams, and Power Platform assets. Data Sensitivity and Security (Data Tagging): Automated application of sensitivity and retention labels, oversharing remediation, and data loss prevention. Automated Records Management: Full records lifecycle management in compliance with Army and National Archives and Records Administration (NARA) standards. SharePoint (SPO) & Teams Management: Automated workspace lifecycle management from self-service creation to archival. Storage Management & Optimization: Identification and remediation of Redundant, Obsolete, and Trivial (ROT) data. Cloud Backup and Restore: High-fidelity backup and restore capabilities for Exchange, SPO, OneDrive, and Teams.
3. INSTRUCTIONS TO INDUSTRY: This notice is a summary of the requirement. 4. SUBMISSION INSTRUCTIONS: Interested parties are requested to submit their responses in PDF format. Responses must address the specific Corporate Information, Solution Overview, and Technical/Capability Questions detailed in the attached RFI document.
