Description

This is a firm-fixed price Request for Quotation (RFQ) for commercial services to provide government insecticide spray application for the Chico Seed Orchards (CSO) within the Mendocino National Forest. The CSO will need (4) separate applications of insecticide/fungicide spraying and multiple herbicide sprays across 84 acres for the control of target pests (seedbug, coneworm, seed chalcid) that can destroy seeds in cones within the Center’s 16 seed orchard units. Scheduled sprays will be dependent upon pest monitoring program and coordinated with contractor as needed.

This combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.

This procurement is set aside for 100% Small Business set-aside. The NAICS code is 115112, Soil Preparation, Planting, and Cultivating and the Small Business Size Standard is $9.5M. All prospective contractors must be registered in the System for Award Management (SAM) at www.sam.gov prior to submission of quotations to be eligible for award. Lack of SAM registration will make a contractor ineligible for award.

The estimated Period of Performance for this requirement is May 1, 2026, through September 18, 2026.
