Replacement of Siding Buildings A, B, C, D, E, F & G at the New Hampshire Job Corps Center

The US Department of Labor, Office of Job Corps Acquisition Services, has a requirement for construction services to replace the siding of various buildings at the New Hampshire Job Corps Center (JCC) in Manchester, NH.  THIS IS A SOURCES SOUGHT NOTICE.  In accordance with Revolutionary FAR Overhaul (RFO) 10.001(b) (2), this notice is issued for the purpose of conducting market research.  Market research is being conducted to determine if there are potential businesses with the capacity and experience to perform the required work.  This Notice is not to be misconstrued as an Invitation for Bid or Request for Proposal. 

There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. 

The full extent of the work will be described in the solicitation, which may follow at a later date.  However, a summary of the services to be performed is provided as follows. 

The work includes the following construction services:

The work involves the phased removal of the existing wood siding system and installation of new fiber cement plank siding system. Targeted areas of replacement include all existing wood siding on Buildings A through G.

All work includes necessary surface preparation, underlayment wrap, and finishing touches. All products used shall be compatible with the siding manufactures products.

Buildings A, B, C, D, E, and F consist of two levels and Building G is one level. The approximate square footage of the total elevations is 58,000 SF.

The Contractor shall conform to all applicable construction codes, ordinances, and regulations including the national building code used in the local area, laws and local ordinances.  Deviations and interpretations shall be subject to the approval of the Contracting Officer (CO).

All work must conform to the current regulations of the Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) (29CFR1926).  The regulations of the State of New Hampshire shall prevail if they are more stringent than those of the Federal Government.

Firms interested in this requirement are requested to submit a statement of qualifications.  Your statement of qualifications shall demonstrate the capacity of your firm to perform the construction services described above, and should include the following information:

1. Previous projects of similar scope and value

Contractor has provided construction services, similar to those described above, with an total project value of more than $1 million within the last five (5) years.

Provide previous project examples that include the agency/company supported, a brief and concise description of the scope of construction services provided, period of performance of the contract, and the final contract amount.

2.   Bonding Capacity

Contractor is in sound financial standing.  Contractor has the ability to obtain payment and performance bonds up to a value of at least $5 million per project.

The Government will evaluate market information to ascertain potential market capacity to 1) provide construction services consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) secure the necessary bonding required to successfully perform similar requirements.

Your submission should not exceed 5 pages.  Your response to this Notice, is due no later than May 4, 2026, by 2:00 PM EDT, and submit it via email to Eileen Garnett, Contract Specialist, garnett.eileen@dol.gov and Paul M. Acknowledgment of responses will not be made, nor will respondents be notified regarding the results of the Government’s evaluation of the information received.  The determination to proceed with the acquisition is within the discretion of the Government.  Telephone inquiries will not be accepted.
