The United States Department of Agriculture (USDA) Agricultural Research Service (ARS) is seeking a contractor for the Pumped Pretreated Waste (PPW) System Vault Upgrade Project at its Ames, Iowa campus. - Government Buyer: - United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Acquisition and Property Division - Project Scope: - Replace all carbon steel piping and valves in PPW Vaults 101B, 103, and 105 with stainless steel components - Install new stainless steel, full-port ball valves (2-inch and 4-inch sizes) - Insulate all piping using specified fluid-applied coatings - Provide labor, prefabrication, hydrostatic testing, insulation application, and disposal of old materials - Products and Materials: - Stainless steel piping (2-inch: A312-TP304L S/80s; 4-inch: A312-TP304L S/40s) - Stainless steel flanges (A182-F304L S/40s and S/80s) - Stainless steel fittings (ASTM A 105, ASTM A 234 Grade WPB) - Stainless steel bolts, nuts, washers (ASTM F593-22) - Ball valves (2-inch and larger: 316SS body, TFE seats, lockable lever; McCanna S151-S6-T-S6 or Velan F-006T13-BAA or equivalent) - Fluid-applied insulative coatings: - Tnemec Series 1224 Epoxoline WB Primer (or approved equivalent) - Tnemec Series 971 Aerolon Acrylic Insulating Coating (or approved equivalent) - Tnemec Series 1094 Endura-Shield II Topcoat (or approved equivalent) - Valve identification tags (aluminum, for 2-inch and 4-inch valves) - Unique/Notable Requirements: - Project must be completed within 365 calendar days after award - Each pipeline shutdown limited to 8 hours, including decontamination - Strict adherence to USDA security, work hours, and safety protocols - Compliance with ASME, ASTM, AWS, and SSPC standards for materials and workmanship - Performance and payment bonds, bid guarantees, and small business set-aside (NAICS 237110) - All coatings must withstand USDA decontamination solutions - OEMs Highlighted: - Tnemec Company (specified for coatings; equivalents allowed) - McCanna and Velan (specified for ball valves; equivalents allowed) - **No specific quantities for most materials; submittals required for approval of all major components.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0470 is issued as a Request for Quotation (RFQ) for The work includes replacing all the carbon steel piping components within PPW Vaults 101B, 103 and 105 with stainless steel components; replace all existing valves with new stainless steel, full-port ball valves and insulate all piping in the vaults at the USDA Campus, located at 1920 Dayton Avenue in Ames, IA.  

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 237110 Water and Sewer Line and Related Structures Construction.  The small business size standard is $45M.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.
