This opportunity involves the U.S. Army Contracting Command Hawaii seeking a contractor for comprehensive Petroleum, Oil, and Lubricant (POL) testing, pickup, disposal, and recycling services across multiple Army installations on Oahu, Hawaii. - Government Buyer: - U.S. Army Contracting Command, 0413 AQ HQ RCO-HI KO Directorate of Contracting, Fort Shafter, HI - U.S. Army Garrison Hawaii - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or named vendors are identified in the solicitation. - Products/Services Requested: - Pickup, disposal, and recycling of the following POL materials: - Used Oil: 48,000 gallons per year - Antifreeze: 9,000 gallons per year - Diesel/JP-8: 12,000 gallons per year - Oily Water: 3,000 gallons per year - MOGAS: 2,000 gallons per year - Grease: 2,000 pounds per year - Services include non-hazardous testing (e.g., Chlor-D-Tec, Hydrochlor Q), collection, spill prevention and cleanup, and monthly diversion reporting - Unique or Notable Requirements: - Contractor must provide all equipment, labor, supervision, materials, tools, and transportation - Personnel must be HAZWOPER-certified and hold valid CDL endorsements - Compliance with EPA, HDOH, DOT, OSHA, and Army recycling/spill notification procedures is mandatory - Security clearances via the Automated Installation Entry (AIE) Program are required - Contractor must have disposal agreements with licensed facilities on Oahu - Deliverables include pickup schedules, spill prevention plans, quality control plans, and monthly recycling/diversion reports - Period of Performance: - Base year plus four one-year option periods (potential five-year total), with an additional six-month extension option - Primary Places of Performance: - Schofield Barracks, Wheeler Army Airfield, Fort Shafter, Helemano, Pililaau Army Recreation Center, Tripler Army Medical Center, Pohakuloa Training Area, and other Army facilities on Oahu, Hawaii

Description

The Regional Contracting Office Hawaii (RCO—HI) has a requirement for Non-Hazardous Testing, Pick up and Disposal of Petroleum, Oil and Lubricant (POL). The contractor shall provide all the resources necessary to complete this requirement on the island of Oahu, Hawaii. The solicitation will be a 100% Set Aside for Small Business. 

The award will be conducted under the provisions of FAR Part 12 Acquisition of Commercial Products  and Commercial Services. To be considered for the award, the prospective contractor must be registered in the System for Award Management (SAM).  It is the responsibility of the prospective offeror to monitor this solicitation for the release of amendments (if any) or other information pertaining to the solicitation.  

Refer to pages 67-69 on the attached solicitation for Instructions to Offerors.  Prospective offerors must complete and submit all required documents to be considered a potential offeror.
