Synopsis:
This is a special notice prepared in accordance with Federal Acquisition Regulation (RFO FAR) 5.3 “Synopses of Contract Awards” US Army Corps of Engineers, Portland District intends to negotiate/award a sole-source, contract with Integrated Power Services, LLC. The purpose of this requirement is to purchase replacement electric motor/brake for the east fish ladder to replace the current equipment which is reaching end of service life. The Dalles Lock and Dam is 192 miles upriver from the mouth of the Columbia River two miles east of The Dalles, Oregon and has been operating since 1957. The Adult fish ladders were integrated into the design and have been operating since then. To steer the adults to the ladders, "attraction" flows at the downstream ladder entrances simulate conditions that would be found at the base of natural waterfalls. At the entrances of the fish ladders the weir gates are monitored to be a foot or so below the water line. This helps the attraction flow to maintain a steady current to attract the adult fish. The gates are controlled by automation; however, the motors and brakes are original from the 1950’s and have been maintained by The Dalles Dam maintenance team for over 65 years. During maintenance periods in recent years The Dalles Dam has found several motors and brakes to worn to be repaired and are no longer serviceable. The current motors are no longer produced or available, the replacement motors need to be customer manufactured to fit in the current space used by the OEM motors. The statutory authority for this non-competitive acquisition is RFO FAR 12.102(a), Only one responsible source and no other services will satisfy agency requirements.
A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 335312 – Motor and Generator Manufacturing. The size standard as defined by the U.S. Small Business Administration is 1,250 employees.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. All responsible sources may submit a capability statement, proposal or quote to the contract officer before the notice end date. If no affirmative written responses are received by 10:00 AM Pacific Time on May 04, 2026, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
