1. Purpose of Notice
The Government seeks to identify potential vendors or distributors capable of redesigning and qualifying a source of supply for the Common Data Entry Electronic Unit (CDEEU) (NSN: 7025015093748WF). The Government anticipates utilizing a single award procurement to address current supply shortages. Additionally, the Government will utilize the results of this market research to determine if this requirement can be executed as a competitive small business set-aside. This notice constitutes market research to assess industry capabilities and does not constitute a request for proposal (RFP).
2. Mission Objective
The US Air Force requires a reliable source of supply for the Common Data Entry Electronic Unit (CDEEU) to support all USAF blocks of F-16 aircraft. Current supply shortages have resulted in Mission Impaired Capability Awaiting Part(s) (MICAPS) conditions, directly impacting fleet readiness and operational capability. The Government requires an industry partner to independently execute a redesign and manufacturing source qualification to restore supply chain stability for this critical component.
The Mission Need: The Government requires the establishment of a qualified source of supply for the F-16 CDEEU to eliminate existing operational gaps. Because the Government cannot provide troubleshooting, repair processes, or configuration data, the requirement necessitates a partner capable of independent technical development and qualification.
3. Key Technical Outcomes
Successfully redesign and qualify a manufacturing source for the F-16 CDEEU (NSN: 7025015093748WF) independently, without reliance on Government-furnished technical data or repair processes. Ensure the redesigned CDEEU strictly meets all current Form, Fit, Function, and Interface Operational Safety, Suitability, and Effectiveness (OSS&E) requirements across all USAF blocks of F-16 aircraft. Demonstrate the capability to obtain, reverse-engineer, or create all necessary engineering resources and technical data required for the design and qualification effort. Alleviate the existing MICAPS condition by establishing a reliable and continuous manufacturing pipeline for the unit to support global F-16 operations.
4. Submission Instructions
