NASA Armstrong Flight Research Center is seeking annual firmware and software support for its ACDS system: - Government Buyer: - NASA Armstrong Flight Research Center (AFRC), with procurement managed by NASA Shared Services Center (NSSC) - OEM and Vendor: - WV Communications Inc. is the sole OEM and service provider - Products/Services Requested: - Yearly firmware/software support contract for the ACDS system - Includes access to WV's Redmine Project Management Application - Provides new firmware/software releases and service bulletins - Technical support and on-site support by a WV Communications engineer for two working days - Services include firmware loading, system maintenance, certification, and O&M trip reporting - All travel, lodging, and per diem costs for on-site support are included - Notable Requirements: - Sole source procurement to WV Communications Inc. as the only capable provider - Support covers both remote and on-site services, with a focus on system certification and maintenance - Place of Performance: - NASA Armstrong Flight Research Center, Building 4876, Warehouse #6, Edwards, CA 93523

Description

NASA/NSSC has a requirement for FY26 ACDS Firmware / Software Support Renewal. NASA/NSSC intends to issue a sole source contract to WV COMMUNICATIONS INC, 1125 Business Center CIR STE A, Newbury Park, California 91320-1186 under the authority of FAR 12.102(a). It has been determined that WV COMMUNICATIONS INC is the sole provider of FY26 ACDS Firmware / Software Support Renewal. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Armstrong Flight Research Center (AFRC). The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial The NAICS Code for this procurement is 513210. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Central Standard Time on 4/23/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
