The U.S. Army at Fort Bliss, Texas, is seeking a contractor to provide leased multifunctional devices (MFDs) and comprehensive maintenance services across multiple garrison locations. - Government Buyer: - U.S. Army, Mission and Installation Contracting Command (MICC), Fort Bliss Garrison - U.S. Army Installation Management Command (IMCOM) Garrison, Fort Bliss - U.S. Army Garrison Fort Bliss - W6QM MICC-FT BLISS Contracting Office - Products/Services Requested: - Lease of 135 multifunctional devices (MFDs), divided into: - 24 Volume Band I (Class One) Color MFDs: 30-45 PPM, 250 GB HDD, color print/copy/scan, CAC Smartcard enabled, finishing features - 57 Volume Band II (Class Two) Color MFDs: 35-45 PPM, 80 GB HDD, color print/copy/scan, CAC Smartcard enabled, finishing features - 54 Volume Band III (Class Three) Black & White MFDs: 35-45 PPM, 80 GB HDD, black & white print/copy/scan, CAC Smartcard enabled, finishing features - Full-service maintenance agreement for all devices, including: - All labor, equipment, tools, transportation, and supervision - Supplies and consumables: toner, developer, dry ink, cleaning rollers, filters, staples - Hard-drive removal and Army retention of hard drives at end of contract or device replacement - Print management services, device relocation (within 50 miles, once per year), and end-user training - Service response times: 2 hours for work stoppage, 4 hours for routine maintenance, 7 business days for device replacement if not repairable - Unique/Notable Requirements: - Devices must be network-ready, support CAC Smartcard authentication, and comply with DISA STIG security standards - All devices must be delivered and installed by the contract start date, with post-delivery inspection within 15 business days - The Army retains ownership of all device hard drives - Contract may be set aside for small businesses, including SDVOSB and WOSB - Indefinite delivery/indefinite quantity (IDIQ) contract structure with the ability to add devices during the period - No specific OEMs or part numbers are specified in the solicitation - Place of performance includes Fort Bliss, McGregor Range, and Dona Ana complex, covering both Texas and New Mexico locations

Description

1.Background/Introduction: This contract is for Multifunctional Devices (MFDs) thatmeet the minimum salient characteristics listed in the attached document to include colorprinting, copy/scan functionality, CAC Smartcard enabled, and standard finishingcapability. Each MFD will include a Full-Service Maintenance Agreement for service andsupplies to include print, toner, developer, dry ink, cleaning rollers, fillers, staples, and HDremoval. The Army (Receiving Unit) will maintain ownership of the hard drive(s) at the endof the final POP and/or when the device is replaced. The Contractor must provide non-personal services to furnish all labor, tools, equipment, transportation, materials, testingand supervision in order to provide an operating lease to the US Army Garisson of FortBliss, Texas. The locations as to where the MFDs will be placed are identified as attachedand will be confirmed in the Delivery Order (DO) made against the awardee IndefiniteDelivery/Indefinite Quantity (ID/IQ) Contract. The MFDs must remain in inventory for theduration of the awarded delivery orders unless otherwise replaced by a new device of equalor better capabilities at no additional cost to the Government.

2.Scope of Work: The contractor must provide non-personnel services forMultifunction Devices, including a Full-Service Maintenance Agreement that covers allservice and supplies such as print consumables, toner, developer, dry ink, cleaning rollers,filters, staples, and hard-drive removal.

- Volume Band I Color  - 24 Devices

- Volume Band II Color - 57 Devices

- Volume Band III Black and White - 54 Devices
