Coconino County Flood Control District is seeking qualified engineering firms to provide on-call engineering services for a variety of flood mitigation projects across Coconino County, Arizona. - Government Buyer: - Coconino County Flood Control District (Flagstaff, AZ) - Scope of Services: - On-call engineering services for flood mitigation, including: - Hydrologic and hydraulic modeling - Engineering design for both post-wildfire and non-post-wildfire watersheds - Flood emergency response engineering - Watershed restoration - Design and support for detention/retention/sediment basins, flood retarding structures, dams, FEMA-certified levees, storm drain systems, channels, culverts, and related infrastructure - Environmental consulting, geotechnical, civil, and structural engineering - Land surveying, construction cost estimating, construction phase services, as-built surveys - FEMA floodplain management, CLOMARs and LOMRs submission, and community engagement - Specific projects include: - Tusayan Flood Mitigation Project (highest priority, with $2.4M grant match) - Munds Park, Sedona, Fort Valley, and Kachina Village flood mitigation engineering and feasibility studies - Multi-year forest restoration investments (e.g., Bill Williams Mountain, Upper Rio de Flag) - Notable Requirements: - Demonstrated experience with FEMA, ADWR, USFS, ADOT regulations and projects - Familiarity with federal and state funding programs (e.g., NRCS, USDA, FEMA, Army Corps, EPA) - PE license numbers for key personnel, compliance with anti-lobbying certification, and electronic signature acceptance - Additional insurance may be required for high-risk projects - No minimum or guaranteed work; work is authorized per project - OEMs and Vendors: - No specific OEMs or vendors are named; this is a qualifications-based selection for professional engineering services - Contract Structure: - Multiple awards anticipated - Five-year contract term (one-year initial, four one-year renewals) - Total contract value not to exceed $5 million - Places of Performance: - Projects located throughout Coconino County, including Tusayan, Munds Park, Sedona, Fort Valley, and Kachina Village - Main office: Coconino County Flood Control District, 5600 E. Description

The Coconino County Flood Control District is soliciting Statements of Qualifications (SOQs) for on-call engineering services to support a wide range of flood mitigation projects within Coconino County. The scope includes hydrologic and hydraulic modeling, engineering design for large-scale non-post wildfire and post-wildfire watersheds, and flood emergency response services. The contract term is five years with multiple awards expected, and firms will be selected based on demonstrated competence and qualifications.
