U.S. Census Bureau CenTAM Multi-BPA IT Modernization and Application Transformation

The U.S. Census Bureau is preparing a major multi-award procurement for comprehensive IT modernization and application transformation services under the CenTAM (Census Transformation & Application Modernization) framework. - Four Blanket Purchase Agreements (BPAs) will be established: Enterprise, Decennial, Geospatial, and Systems & Program Support (SPS) - Each BPA covers a broad range of IT services: program management, IT project management, architecture and engineering, application development and management, advanced data science, and data management - Decennial and Geospatial BPAs include initial orders (DTAM and GEOTAM) with detailed deliverables and staffing requirements - Services include: - Software engineering, cloud migration, security, testing, data analytics, AI/ML model development, DevSecOps, and organizational change management - Application modernization for mission-critical census, geospatial, and statistical systems - Support for the 2030 Census, MAF/TIGER System, and other key Census Bureau programs - Emphasis on: - Secure cloud solutions (AWS, Azure), agile and DevOps practices, continuous integration/deployment, and data-driven decision-making - Key personnel with specific certifications for certain orders - Strict security, data protection, and compliance with federal IT policies - All BPAs are set aside for small businesses holding GSA MAS IT SIN 54151S - No specific OEMs, hardware, or part numbers are listed; the focus is on services and staffing - Deliverables are primarily documentation, plans, reports, and electronic uploads to government repositories - Work will be performed primarily at the U.S. Census Bureau headquarters in Suitland, MD - The government is seeking industry feedback on draft requirements before finalizing the solicitation - Anticipated contract periods are up to 8-9 years (base plus option years), with initial awards expected in 2026

Description

The purpose of this notice is to release draft solicitation materials for industry review and feedback in advance of an anticipated competitive RFQ for the CenTAM requirement. The Government anticipates issuing this requirement as a competitive RFQ under the General Services Administration (GSA) Multiple Award Schedule (MAS).

Only Small Businesses, including eligible Joint Ventures, holding the applicable GSA MAS Information Technology Category SIN 54151S will be eligible to submit quotations. The Government’s intent is to receive all questions and comments during this pre-solicitation period to identify discrepancies, ambiguities, and areas requiring clarification prior to finalizing the solicitation.

The Government does not intend to conduct a formal question and answer period after issuance of the final RFQ. Vendors are strongly encouraged to submit all questions and comments during this pre-solicitation phase.

The Government reserves the right to not respond to all or any questions or comments received. However, feedback received may be used, at the Government’s discretion, to clarify and refine requirements/sections in the final solicitation. The Government reserves the right to open an additional round of questions after the Final RFQ is issued if determined to be necessary and in the Government’s best interest.
