The City of Richmond Public Works Department is seeking a qualified firm to serve as Assessment Engineer for the Hilltop and Marina Landscape Maintenance Assessment Districts for fiscal years 2026–2029. - Scope of Work: - Preparation and administration of annual Engineer’s Reports for both districts - Identification and calculation of assessments for all parcels - Preparation of assessment rolls, maps, and diagrams - Coordination with Contra Costa County for property tax roll inclusion - Support for Proposition 218 proceedings and public presentations as required - Compliance with the Landscaping and Lighting Act of 1972, Proposition 218, and Richmond Municipal Code Chapter 12.60 - Deliverables: - Draft and final Engineer’s Reports - Assessment rolls, maps, and related documentation - Contract Details: - Initial three-year term (FY 2026–2029) with two optional one-year extensions - Must meet City insurance requirements (General Liability, Auto Liability, Workers’ Compensation, and Professional Liability as applicable) - Compliance with the City’s Sanctuary City Contracting Ordinance and business licensing requirements - No specific OEMs or vendors are named; the opportunity is open to qualified professional services firms - Notable Requirements: - Insurance certificates must name the City as additional insured and be maintained throughout the contract and for five years after completion (for claims-made policies) - All work must comply with applicable state and local regulations

The City of Richmond is seeking a qualified and responsible firm to perform all duties of the Assessment Engineer necessary to levy annual assessments for the Hilltop and Marina Landscape Maintenance Assessment Districts for Fiscal Years 2026–2029. The contract duration is an initial three years starting July 1, 2026, with options to extend for two additional one-year terms. The work involves preparing and administering annual Engineers Reports in compliance with relevant California laws and local codes, including public presentations and coordination with county officials.
