SACOG is seeking a consultant to design and administer a comprehensive household travel survey across six Northern California counties. - Government Buyer: - Sacramento Area Council of Governments (SACOG), Data & Analysis Department - Project Scope: - Design and implement a large-scale regional household travel survey - Targeted coverage: El Dorado, Placer, Sacramento, Sutter, Yolo, and Yuba counties - Survey to collect high-quality, smartphone-based travel data from approximately 4,000 households - Includes a panel resample of 500 households from the 2018 survey - New cross-sectional sample of 3,000 households - Deliverables include: - Survey design and sampling plans - Revision of survey materials (including online and smartphone app instruments) - Data collection, cleaning, weighting, and final documentation - Comprehensive reporting to support regional travel modeling and planning - Survey must prioritize smartphone app participation but also provide web-based access - Bilingual (English/Spanish) printed materials, call center support, and a project website required - Sampling frame to be purchased from Marketing Systems Group (MSG), using the U.S. Postal Service CDS database - Notable Requirements: - Emphasis on accessibility, nondiscrimination, and compliance with federal and state regulations - Data must support SACOG’s travel demand forecast model and regional planning - OEMs and Vendors: - Marketing Systems Group (MSG) is specified as the sample provider - No specific technology OEMs or survey software vendors are named - Place of Performance: - Survey covers El Dorado, Placer, Sacramento, Sutter, Yolo, and Yuba counties - SACOG headquarters in Sacramento is the administrative location
