The International Boundary and Water Commission (IBWC), US Section, is seeking small business quotes for the replacement of the LAN Room HVAC system at its El Paso Headquarters. - Government Buyer: - International Boundary and Water Commission, US Section (Information Management Department) - OEMs and Vendors: - Vertiv (Liebert brand) is specified as the OEM for the existing and proposed system - Carrier (existing system integration required) - Products/Services Requested: - Removal of existing air-cooled Liebert HVAC system - Installation of one (1) PX023UA1A809KM Liebert PDX Air-Cooled System or equivalent - Must include remote condensing unit - System must meet or exceed specified performance - Integration with existing Carrier HVAC system via a motorized damper - Crane service for equipment removal and installation - Refrigeration piping compatible with selected refrigerant - Electrical reconnection to existing infrastructure - Startup and commissioning, including logging and reporting of operating temperatures and pressures - Warranty: 1-year parts/labor, 5-year compressor - Unique/Notable Requirements: - New system must be fully compatible and integrated with existing Carrier HVAC system - Motorized damper must allow automated or manual switching of cooling air between new and existing systems - All work to be performed at the IBWC Headquarters LAN Room in El Paso, TX - Warranty coverage for both parts/labor and compressor - All technical specifications and performance requirements must be met or exceeded by any proposed equivalent system

This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued separately.

The solicitation number is FY261222006. This solicitation is issued as a request for quote (RFQ) for LAN HVAC Replacement at El Paso, HQ, 4191 N. Mesa, El Paso, TX 79902.

This is a 100% Small Business Set Aside. Only offers from Small Businesses will be considered for this solicitation.

The associated North American Industry Classification System (NAICS) code is 238220 – Plumbing, Heating, and Air-Conditioning Contractors. Product of Service Code for this requirement is N041–Installation of Equipment-Refrigeration, Air Conditioning, and Air Circulating Equipment. The Small Business Administration (SBA) size standard for this sector is $19.0 Million.

Services shall be quoted ALL or NONE as per CLIN structure and SOW attached. CLIN structure needs to be returned with your quote via e-mail directly to my attention at angelica.baca@ibwc.gov.

Quotes shall be good for 90 Days.

Evaluation of Offer – The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate Offers: Technical acceptability to meet IBWC requirements; Technical Approach and Past Performance.

The Government will award a contract resulting from this combined synopsis/solicitation to the lowest price technically acceptable (LPTA), responsible offeror.

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed at https://www.sam.gov.
