The USDA Forest Service Rocky Mountain Research Station is seeking small business contractors to provide Forest Inventory & Analysis (FIA) services and supporting equipment across New Mexico, Utah, Nevada, Idaho, Montana, and Wyoming. - Government Buyer: - United States Department of Agriculture (USDA) Forest Service, Rocky Mountain Research Station (RMRS), with contracting offices in Ogden, UT and Coeur d'Alene, ID - OEMs and Vendors: - Javad GNSS, Inc. (JAVAD TRIUMPH 2 GNSS devices) - Trimble Inc. (Trimble Ranger 7 Personal Data Recorder) - Juniper Systems, Inc. (Allegro MX/Allegro 2 Personal Data Recorder) - Products/Services Requested: - Forest Inventory & Analysis (FIA) field data collection services, including locating, measuring, and maintaining forest inventory plots, and collecting tree core and needle samples - Use of government-supplied MIDAS software and hardware for data collection and submission - Personal Data Recorders (Trimble Ranger 7, Juniper Allegro MX/2) - Personal computers/laptops with Windows 10/11, Microsoft Office, Java, antivirus, and internet/email capability - GPS units and submeter GNSS units (Javad Triumph-2 or equivalent, capable of L1/L2 and GPS/GLONASS) - Accessories for GNSS devices: chargers, cases, tripods, bubble levels - Software: Net View and Modem, USB drivers, Midas, Plot Packager - Quantities: Over 1,000 FIA plot assessments across base and option years, with specific breakdowns by state and plot type (e.g., 305 non-wilderness plots in New Mexico per year) - Unique/Notable Requirements: - Field crews must be certified and comply with safety, confidentiality, and environmental standards - Use of government-supplied software and hardware is mandatory for data collection and submission - Only approved PDR and GNSS models are permitted (Javad Triumph-2, Trimble Ranger 7, Juniper Allegro MX/2) - Emphasis on quality control, technical capability, and past performance in evaluation - Work must be performed in both wilderness and non-wilderness areas, with monthly batch completion targets and strict timelines - All labor, equipment, and supplies (except government-furnished) must be provided by the contractor

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.

Solicitation number 1284LL26Q0032 is issued as a Request for Quotation (RFQ) for Forest Inventory & Analysis (FIA) for the Rocky Mountain Research Station. FIAs under this requirement shall be provided for New Mexico, Utah, Nevada, Idaho, Montana, and Wyoming. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies (except those designated as Government-furnished), and incidentals to perform all work necessary within the areas specified. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 115310 The small business size standard is $11.5 million. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.
