The Department of Veterans Affairs National Cemetery Administration is seeking a contractor to provide fertilizer and herbicide application services for the Fort Smith National Cemetery in Arkansas. - Government Buyer: - Department of Veterans Affairs, National Cemetery Administration, Centralized Contracting Division (Quantico, VA) - Local office: Fort Smith National Cemetery - Scope of Work: - Fertilizer and herbicide application services for approximately 23.65 acres of bermudagrass turf - 2 fertilizer applications (1.25 lb N with 50% slow-release per application, e.g., 29-0-5 at 4.3 lbs per 1,000 sq ft) - 1 pre-emergent broadcast herbicide application (MOA Group 3 not permitted) - 2 post-emergent broadcast herbicide applications - All labor, supervision, equipment, and materials included - Requirements: - Contractor must be a licensed Arkansas commercial pesticide applicator with at least 3 years of experience - Strict adherence to operational, safety, and conduct standards to maintain the cemetery as a national shrine - 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC) - No specific OEMs, vendors, or product part numbers are specified; contractor may select appropriate products within regulatory and contract guidelines

A site visit is scheduled for April 24 @ 10:00am. Vendors shall report to the Administration Building upon arrival and must arrive on time. All vendor questions regarding this solicitation shall be submitted by email to the david.hester@va.gov no later than April 26th Questions received after this deadline may not be addressed, and answers will be provided via amendment on SAM.gov no later than 4/30/2026.
